I have whittled it down to three options Taig, Sherline and the last one, Mini Mill from Harbor Freight Tools / Grizzly. The Taig and Sherline are much more expensive as are the tools. Harbor Freight / Grizzly are much less expensive as are their tools.

I'm sure that the 900lbs mill-drills would do the job, but would be impossible to carry down a flight of stairs even partially disassembled. I've also seen the Sherline min-mill, the Tiag mill, as well as some similar machines at Harbor Freight, but I'm not sure of their quality or if they can be used for machining steel.
The mill is similar to the drill press in that it is comprised of a vertical spindle with a table underneath. The difference is in the accuracy and versatility. The spindle is raised and lowered very precisely with a calibrated hand wheel and the table can be moved very precisely side to side and forward and back, also with hand wheels.
