That looks like an M-M mill. I used to grind corn for the pigs and cattle after school in the evenings with one with a flat belt drive. Tractor was either a 1953 Fordson Major Diesel or a 1948 Field Marshall. It was a fixed hammer rather than a pivioting hammer.

For the benefit of anyone else reading this, here is what I said earlier: IH made them from roughly 1933 to 1958. Early on, they called it a roughage mill but later just called it a hammer mill.
